What I find most ridiculous in this context is, that the free-metamagic ability with the highest cost attached to it (apart from epic stuff) and with the greatest fluff support, that is the Incantatrix' Instant Metamagic ability, is the only one, that actually has the above-mentioned restriction (can only cast instant metamagic spells with a (hypothetically) modified level no higher than the highest spell level you can cast normally).

But Metamagic Rods, Sudden Metamagic, Divine Metamagic, ... nothing.

I think the one that uses bardic music to power metamagic also has the caveat.
