What happens when a creature with more than 20 HD but low BAB (say, a giant or undead with class levels) casts divine power? Does its BAB still become equal to its character level, namely its HD? That could be one heck of a boost.

Certainly.

This is no different than a wizard/cleric getting a huge boost from this spell.
 


The best fix for this is to set BAB at the CASTER level of the spell, rather than lumping ALL HD together.

I think the idea of the spell is to simply to temporarily replace the cleric's BAB with a fighter's BAB. However, I'm sure that other interpretations are possible.

Why did you say wizard? Divine Power is exclusively a cleric spell. Even if the wizard can cast Divine Power (through Wish) it wouldn't be as beneficial as a cleric casting Divine Power because the wizard's str and hp is slow low as to nulify the boost from the spell.

I think he was referring to the fact that a wizard/cleric would be a character with an abysmally low BAB in comparison to character level, and would get a huge boost to BAB from the spell. For example, a Wiz13/Clr7 normally has a +11 BAB, but jumps to +20, using this spell.
 

The build I had in mind was a blood fiend wiz20, casting divine power via limited wish. The blood fiend is a 12HD undead thingy from the FF, so the spell would give it a +32 BAB, up from its regular +16. Yoicks!
