DMG: Ability Score Mod Guidelines

So I think a +2 int, -2 con is perfectly balanced for a wizard
Too many ability mods tends to break down quite badly if you're using point buy, however. Even if they are all +2/-2, it simply isn't balanced.

Agreed, in principle. But Con is extremely important for characters with a d4 for hit points.

So it is fair.

Which is not to say that it will never cause problems. PCs with a good offense and a glass jaw have their own special issues.
