Do Allies Grant Cover for Stealth?

I can't speak to how people want to interpret the RAW, but I know for a fact that the intention was not to allow PCs to hide behind each other, as I asked Andy Collins about that during my early playtesting.

I saw someone post a CS quote on the Gleemax forums that said you COULD hide behind your allies.

As I recall, that response came very shortly after 4E was released, when CSRs were providing very inconsistent answers on stealth. They since appear to have reached an internal consensus on how it's supposed to work. If someone can get an updated answer from them on this question, that would be great.
