Occult Lore by Penumbria, they call it "geomancy" and there are severa pages one NPC classa and a PrC for ploping into a game.

I has discussions on positive and negative magic zones as well as ley lines and thier effects on spells etc.

Not bad all in all.

Ley lines appear in the Birthright campaign setting boxset as well as being enhanced in the Birthright Book of Magecraft (excellent reference). Very cool stuff....
