Do DC modifers stack for Flat-Footed and Non-Psionic?

I was wondering if a non-psionic character that was flat-footed would stack the DC modifiers versus psi attacks. We have a psion and he Mind Blasted a monk who was flat-footed. Would that monk suffer a +12 (+4 for non-psionic and +4 for flat-footed) to the DC?

The only modifier that ever applies to non-psionics is the Non-Psionic Buffer.
