Do Opportunity Attacks interrupt AND stop movement?

The DDXP Fighter has an ability that gives her +2 on Opportunity Attacks. This is the same as her wisdom bonus. This may or may not be a coincidence.

I was just re-reading the old Design & Development article about fighters and saw the following mentioned:

“Yeah. I thought about going high Con and using a hammer, but I wanted to start with the chance to make a couple of attacks, so I’m using rain of blows as my good weapon attack, and I went with high Wis so that I can switch to the better oppy powers later.”

That seems to indicate that there is indeed some connection between opportunity attacks and wisdom.
