Do you count Racial powers differently?

Just curious. Had a friend tell me in his campaign they count Racial powers a little differently, and do not count against the normal use of Encounter powers.
For example, an Eladrin Rogue could use his Racial Encounter power Fey Walk, and still use an Attack Encounter power.

Anyone else play like this? I kinda feel its a little unbalanced being able to use 2 encounter powers like that .....

In 4e, you don't really have "slots" like you did in 3e.

In 4e, every encounter power can be used once per encounter, and every daily can be used once per day.

So a 5th level character has 2 encounter powers, 1st and 3rd....and two daily powers, 1st and 5th. However, many times races and classes add more encounter powers. They can also be used once per encounter.
 


Yeah, what Stalker said. Powers aren't like 3E sorcerer spells, you can use each one as often as the power type dictates. For example, a fifth-level eladrin rogue might have:

- Deft Strike (at-will)
- Piercing Strike (at-will)
- King's Castle (encounter)
- Master of Deceit (encounter)
- Bait and Switch (encounter)
- Fey Step (racial encounter)
- Trick Strike (daily)
- Deep Cut (daily)

In any given encounter, he can use each of those encounter powers once. Each day, he can use each daily power once.
