My thoughts exactly. Making it a weapon allows to say easily that it requires an attack roll to work and also who gets to use a proficiency bonus with it, but it has enough oddities that it would be better as equipment together with oil flasks and alchemist fire.Yeah, it’s really weird that a net is a weapon when it doesn’t act like one.
