So if you have a divine power that allows an opponent to spend a healing surge, but manages to provide healing if they choose not to, then, yes, Pacifist Healer does work that way, oddly enough.

The feat -does- provide additional healing, which requires healing to already exist to add on to.
 

If the Pacifist healer gets to heal people even if they (or the healer) politely declines to deduct a healing surge, then it's broken, and disallowed in my game.

No dough, no show.

Yes, it's that simple.
