do you let your players split up the XP cost for making items?

Assuming you allow your PC's to make items in-game, do you allow them to divide up the XP cost between them? If not everyone, what about spellcasters even if they don't all have the item creation feat in question?

Are there any actual rules on this?

Yes. I encourage it. Heck, I'll let one PC have the feat in question, another cast the spells necessary for enchantment, and still a third provide the XP; like if a wizard has craft magical arms and armor, the cleric provides the flame blade spell to make the weapon flaming, and the fighter they're making the weapon for provides the XP. All 3 have to be present for the whole creation of the item, though.

I find this encourages crafting, because otherwise the spellcaster doing the crafting is sinking his XP into items for the rest of the party.

Yes, I allow a split.

I also typically do the above, the character who will use the item pays the XP. And still pays the person with the feat a small(ish) fee in treasure share for that option! (After all, that character spent a feat)
 

I have rules for a ritual to let non-casters donate XP to an item. So the answer is yes, but there's a small chance the ritual will fail and the caster ends up eating all the XP cost.

The creator can be anyone involved who has a Caster Level high enough to make the item and provides a prerequisite.

So, a Wizard can provide the Scribe Scroll feat for a Cleric to make a Scroll of Cure Light Wounds. The Cleric acts as the creator, making the scroll Divine, and spends the XP.

Similarly, a Wizard can provide the Craft Wondrous Items feat, the Cleric can provide the Owl's Insight spell, and the Wizard can act as the creator, making a Periapt of Wisdom +X. The Wizard pays the XP cost.

This is the way I play it too, designated creator pays the xp.

I played the 'anyone can front xp for magic item creation' game once, but it led to huge amounts of down-time for item creation and a party that was cheezed to the teeth.
