So, if I get you, you're suggesting that it's odd that the classes built (for lack of a better term) from the strong concept use BAB as a prereqisite. This is strange because the skill based ones are easier to work around, while the BAB is pretty well immutable?
Naah. Doesn't really bug me so much. I can see how it might, but the immutable thing about strong heroes is that they're good at hitting things. And as a concept, it does fit that the guys who are good at hitting things would be more naturally placed (read: Available at a lower level) into a guy who is great at hitting things.
Does it seem a little odd, I suppose so. But is another level in a base class a horrid thing anyway? I havn't gotten to play yet, but I'd imagine that the differences should be slim, and might even be enjoyable.
Now, I'd be opposed to the situation where a character who wasn't the natural prereq for a class ened up being a net loss. You know, a guy who goes charismatic, then bodyguard discovers that he's a worthless bodyguard. That would be when I'd start having problems with the system. Is that the case?
Most of my attention has been to the erarly part of the system, which seems fine (pick a class that deals in what you want to focus on).
Though the BAB issue did strike me in that if you had a Tough1/Dedicated1/Smart1/Charismatic1/Fast1 you'd still have a BAB of +0.
