Do You Use Your RPG Rules as Written?

For me, RAW in their published form are just the starting point for me to kitbash...or would be, if I were ever inclined to run a different system than the one I have now that's been almost 40 years in development to the point where there almost aren't any original RAW left in it.

My only issue with DMs who change rules is that they be consistent with what they do and not keep changing the same rule(s) every other week.

I use Rules As Written until I understand Rules As Intended.
