It's a role playing game, and basic or stereotypical personality traits count for a lot. There are huge personality differences between Gnomes and Dwarves, so yeah, I think they are important.

Halflings, on the other hand, I find to have little personality distinctions from a homebody human. They've had a seat at the table for years just because of Frodo and Bilbo, and it's time for them to go. If you need little people, make gnomes smaller.

And half-elves, who gave them their sacred cow status? The reasoning behind why they should be the "charismatic" race has always seemed specious to me. If you need a charismatic race, use Aasimars, especially since you are already committed to tieflings.

As far as half-orcs are concerned, no doubt that D&D needs a big strong race (or even two), but why do these always have to be half-breeds between humans and some large, foul, unpleasant race? Why do players have to include either rape or some unlikely Beauty and the Beast scenario into their player background just to play someone larger than a human? How about just making Orcs a playable race? Or if we can somehow stomach the fact that a character can be larger than human without being repulsive and dumb, how about a giant of some sort? And no, not a half-giant! Maybe something back along the lines of a goliath, but without the stone protrusions.
