In the Sword and Fist handbook there is an example of mounted combat on pages 65 to 67. It starts off with two opposing persons on horseback flinging arrows and javalins at each other before engaging in melee combat. One of the people has the dodge feat and he gets to use it. It's a WotC book, there shouldn't be any further doubt on whether or not you can use it.
