I think that anyone with the drive and the desire to start up a project like this should do so. Dragonsword, if you feel the rpg community needs another, better e-zine, and you feel you that you can give it to them go for it.
However, if you are going to look for contributors or partners or collaborators or support, you will find I think that a professional approach will work better and likely win you better support than you might get otherwise. In this case a professional approach, IMO includes two things. First, present yourself as someone who is professional, someone willing to take constructive criticism and willing to put in the extra time to do things right. Quality people will generally not want to work with someone who is going to make their work look amatuerish. Secondly, and this applies to most endeavors, know what you want before you ask for it. Do you want a partner? If so you should make that clear that is what you are looking for. Artwork? Articles? People will sign on when they know that you already have a plan in motion. Few people will volunteer their time or efforts to a "I think making an E-zine would be cool, does anyone want to do one?" That comes off as the sort of project that one begins whilst in Junior High. I did many of those myself. The result was half finished comics, half finished games and half-finished novels. Now, a dozen plus years later, I try to only begin those projects that I believe I can finish. I think you will find many people on these boards to be the same (though they might word it differently).
Take this in the spirit it is meant.

There are some very talented and creative people on these boards and some wonderful projects have been started out of and by ENWorld and its members. And if you really want to start an e-zine and are willing to do it right - you will find no better fount of creativity then here.
