Does equipment and spell effects stack if simmilar?

I'm looking at the Minor Cloak of Displacement, which says, "This displacement works similar to the displacement spell except that it only grants a 20% miss chance on attacks against the wearer."

The Displacement spell grants a 50% miss chance.

Since the cloak says "works similar to" instead of saying it's like the spell, does this combo grant a 70% miss chance?

Can you toss in a Smoking Weaon (Lords of Darkness) to make it a 90% miss chance?

I don't think so, it sounds like it is a permanent but weaker version of the spell, I think the spell would overrule the cloak for the duration of the spell (you would have 20% from the cloak and 50% with the cloak and the spell)
 



Miss chances don't stack anyway, so says the Rules Compendium.

But the quotes you are looking for are in the PHB, in the magic chapter, under combining multiple magic effects. Magic items are not really any different than spells. Bull Str doesn't stack with Gauntlets of Ogre Power, for example.
 

As a general rule, no.

Some allow certain protections to stack. For example, while we won't allow someone to have Energy Resistance spells cast on them for multiple energy types at the same time, we will allow a spell for one type to exist along side a Ring of Fire/Cold/Acid/Electrical Resistance. So long as the two energy types aren't the same, it's okay.

I know there's debate about the multiple spell variation, and I'm not trying to open that particular can of worms, I'm just telling you how our game group plays it.
 

Hm... so lets ignore the Displacement spell and consider the other two options, Minor Cloak of Displacement, emulating the Displacement spell;s effect, and +1 Smoking Weapons, which emulate a Stinking Cloud effect.

Each provide a 20% concealment. One bestows miss chance from an illusion, the other provides miss chance from obscuring the opponent's vision. would that be a 40% stacked miss chance?

I'd say no. I'd describe the special effect for each as "Blurry and hard to see." Same special effect isn't going to stack. If the PCs were dying horribly and desperate for any chance I'd let them have 2 lots of 20% miss chances. ie: 2 seperate rolls. But they'd have to bribe me with munchies.

Oh.. never considered multiple rolls of 20%. Interesting idea.

In my games you are not allowed to stack % miss chances, regardless of source. You just take the best. You can be Blurred, Displaced, and Invisible... 50% miss chance (if they attack the right square :p). The only notable exception to this is a displacement effect (any %) and Mirror Image... MI works just different enough to allow for extra defenses.
