Does Expert Tactician stack with Haste?

The title says it all: does Expert Tactician, as printed in Song and Silence, stack with Haste? For instance, evil rogue npc is hiding and the poor pcs have all failed their spot/listen checks to tell if he's there. Expert Tactician grants him a free partial action with which he can make an attack action when his foes lose their dexterity bonus to ac. That gives him a total of a normal partial action in the surprise round, a partial action for ET, and a partial Haste action. In the first normal round he gets a normal standard and a move, a partial action if he wins initiative against someone who'd be eligible for ET, and a haste partial.

That's a lot of actions. My dilemma is that I've got a drow assassin npc who wants revenge for being suckered into a trap and butchered, but I make a point of no npcs breaking the rules in my games.

So, does anyone know if the Sage has ruled on this? Has this been discussed here before with a general consensus? I know most folks here didn't believe that a speed weapon should stack with haste.

I'd say no. It has been ruled that extra partial actions from different sources like weapons of speed do not stack with haste. The sage has been pretty consistent with this from what I've seen.

The current version of expert tactician doesn't grant an extra partial action. It grants a single extra attack.

Since it's not a partial action, it stacks with the partial action from haste.

Yes, it's powerful.

I'm a little confused here. Don't weapons of speed also grant an additional extra attack? They don't stack with Haste, though. Maybe it's apples and oranges, I'm not sure.

They specifically state that they don't stack with haste. Otherwise they would.
 


Uh, not to be obtuse, but where does it say specifically that weapons of speed don't stack with haste? I couldn't find it in the DMG, normal or erratad, or in the rules FAQ.

I remember it from a Sage Advice.

Edit: It is also in the description in the DMG. "A weapon of speed allows the welder one single extra attack each round at his highest bonus. It is not cumulative with haste."
