Does Hold Person force Concentration Check?

A PC of mine has asked:

If I ready an action to cast Hold Person at an opposing spellcaster once they start to cast a spell, will they be forced to make a Concentration check even if they make their save against the Hold Person?

(This question stems from the note under the Concentration skill wherein a caster could be forced to make a check if 'distracted' by a non-damaging spell)

No, it will not force a Concentration check. If the target makes his Will save then he suffers no ill effect whatsoever. So there is nothing distracting involved.

In the cases of some spells, such as Web, there are partial effects even if the target makes his save. In these scenarios, distraction would force a Concentration check.

If the target fails his save then he also doesn't need to make a Concentration check. However, he cannot cast any spells requiring verbal or somatic components. Unless the target is capable of using spell-like abilities, psionics, or Stilled and Silent spells he is SOL.
