Does kelpstrand entangle and/or grapple?

Assuming the caster succeeds on the ranged touch attack and the strand's grapple check, is the target both grappled and entangled?

according to the spell description: yes.

However, entangled is mentioned only once, and it is very possible the writer did not intend to refer to the condition 'entangled'.

This can be derived from the fact that 'being entangled by the kelpstrands' is mentioned as the cause of the 'grappled' condition.

Note, also, that grappled itself is not actually a specified condition, although 'grappling' is.
