You should stick with how the Spirit Shaman works, IMO. The Spirit Shaman can change is spells known every day.

You could also let him get an "ancestry" feat, as those presented in a Dragon magazine from the not so distant past. Those feats were for sorcerers, but they could be adapted if the character in question has a particular theme.

As Herpes pointed out (I can't get over the fact that someone would voluntarily want to call himself Herpes! :p), there are feats that let you know one additional spell.

What impact would there be to create a new feat (Create Talisman) for the creation of non-slot items? What I'm thinking is the ability to create an item that's very much like a wand, but draws on a spontaneous caster's own spell slots to use, rather than charges.

Would allowing a character to carry around 20 of these be unbalancing? I'm thinking the time required to ready the item would offset the benefit, but I'm not entirely sure.

Mods: This has probably tangented to Custom Rules. Move it if you feel so inclined.

It depends on the cost. If crafting/buying such a "wand" is relatively cheap, then yes, it'd be very unbalancing. It'd virtually remove the spontaneous caster's spell restriction, while keeping the boosted spell slots per day that it's balanced with. Something has to balance out all the extra spells a spontaneous caster can cast per day. If spell restriction isn't going to be it, you should consider the cost of the wands themselves. If they're suitably expensive, then a non-spontaneous caster would gain less spell slots, but have a good chunk more gear, so it balances out again.

Craft a magic item that grants one or more copies of the Extra Spell feat from Tome & Blood (3E, not 3.5 but doesn't require any special conversion). I believe the DMG or T&B itself has guidelines on making custom magic items, and it probably includes some rule on making items that grant feat-equivalent abilities. Extra Spell is a feat that can be gained multiple times, and IIRC it gives one new spell known of up to one spell level lower than the highest spell level you can cast (based on the point at which you acquire the feat). It requires something like 3rd caster level or so and that's about it.
