Does Web provide cover from area of effect spells?

Say a spellcaster casts Web and all the mopes are stuck. Then the spellcaster casts a sculpted burning hands or a fireball. Does Web provide cover from area of effect spells? Or there is no cover since the magical fire burns through the web.

I agree with dcollins that this is a DM's call. However, I might rule it such that all in the web and in the fireball's effect take 2d4 from the web burning regardless of cover. Now, depending on their level of cover, they would get a +0 to +7 cover bonus to their Reflex save with creatures in full cover taking no damage from the blast.

It comes down to do you think that the fireball "burns" the web like fire, or does it "vaporize" the web instantly?

I would say that the fireball can detonate early if it's destination is too deep into the web. Basically, the "bead" hits the webbing and blows up then and there.

But, if the fireball gets to it's destination or not, I would argue that it effects the whole area of effect, and that the trapped occupants suffer the penalties of being in a web (lessened dex et al.) *AND* they take the burning damage from the web burning as well as the fireball.
