I think this is the reason PCs abuse the law, in "most" cases (this one obviously being the exception) players know the DM is going to give them a chance to break out. So even if they get caught, it won't be forever.

Heh, the players in one of my games thought so once.

Once.

So we bid the adventurers a fond farewell, and left our heroes dancing the hempen fandango surrounded by the admiring townsfolk.... The players never thought so again.
