Actually, in your example, the target of the Dominate Person would be unaffected completely by the Dominate Person.

When a spell has a casting time of "1 round", it doesn't mean it takes a full round action and then it's cast. It means it takes a full round action, and then it's cast at the start of your next turn.

If a player casts Dominate Person spell, that takes a one round casting time. When a Vampire uses it's Dominate Supernatural Ability, it only takes a standard action.


Dominate (Su): A vampire can crush a humanoid opponent's will as a standard action. Anyone the vampire targets must succeed on a Will save or fall instantly under the vampire's influence, as though by a dominate person spell (caster level 12th). The ability has a range of 30 feet. At the GM's discretion, some vampires might be able to affect different creature types with this power.

Only if the Dominating entity specifically orders them to resist other effects.
Otherwise, they'd be passive.

As to the situation of the Dominated currently just being generally hostile to the Caster of Pro Evil, not a lot is said in the rules about what a Harmless spell really feels like at the point when the Recipient has the option to take a save. So who knows in that situation.

Dominate Person can dictate actions, but not feelings. If the caster of Protection from Evil is an ally, then you're not hostile to them. Your controller can tell you to attack them, and force you to do so via the spell, but you're still not hostile. And yes, the controller can tell you to, for example, "Resist any spell not cast by me." to prevent people from using magic to free you from his Domination. But unless the controller specifies that, you're still considered an ally to your allies, and would still accept a [Harmless] spell if they cast it on you.

That doesn't fit with the spell, though. A Dominated person does what's required to survive, and what they're told; nothing else. If you don't tell them to resist spells, they won't... because you didn't tell them to.

The dominated Person simply can´t know what spell should be cast on him, so he will resist everything that is not coming from the dominator. It could also be a vampiric touch spell or what ever a touch spell could be.

Dominate Person: School enchantment (compulsion) [mind-affecting]. Dominate's effects on feelings is unstated but within the reach of its descriptors.
