Doomsayer's Proclamation: Am I Missing Something Here?

What about magic items with feat effects? In 3E, the warlock was master of magic items. Maybe this is sorta intended to cause the warlock to invest in fear causing magic items?

Just one magic item that can benefit from Doomsayer's Proclamation. A Terror Weapon(Axe, Hammer, Heavy Blade) can lay down a -2 to all defenses(Save Ends) if you hit with it as a Daily Power.

And the other is an Infernal Power, not a Star, is level 29, and is based off Con (unlike the Doomsayer's other stuff).

I second the suggestion in this thread to go Divine Oracle with Star Pact Warlock (dipping slightly in Fey). You max out Charisma and Int with 13 Wis, and ignore Con completely. Playa Tiefling for +1 to hit with Fear effects (a massive massive gain), as well as +2 in both stats you were going to max (so you can start with two 18s). There's a build in another thread here that almost does this (he goes Fey Pact, but I suggest just after the OP to go Star). Considering that there are several abilities that you can sustain Minor as long as you keep hitting their Will defense, and Divine Oracle makes it very likely for you to hit, even against a solo, you can often totally ruin a solo with this build.

But what about the Divine Oracle's level 20 attack using Wisdom, you ask? The great news is that it's a bit of a funky ability--if you miss with it, you rewind in time and choose not to use it (you can't use it this encounter, but it's like it never happened). So you can at least try it out and see if you crit with it or get really lucky and hit in either of your two attack rolls. And if you don't, it cost you nothing, and you can swap to doing a Warlock attack.
 

While I like Kordeth's 'solution', why not just 'port over the Oracle's ability, replacing 'attacking Will defense' with 'Fear keyword'. IOW, you get to the better of two rolls whenever you use a Fear power.

That seems like the best solution.

It is more specific than the Oracles ability, so you could probably ditch the penalty on a miss.

I don't know about that--The Star Warlock has a lot more Fear powers than a Cleric has useful vs Will powers, actually. The Divine Oracle was a spectacular multiclass paragon path, but for its intended class, it didn't help that much vis-a-vis Fear for Star Warlocks (which is a large number of Star Warlock choices).

A Star pact warlock very nearly has to multiclass, and even then the good options are limited. Paladin might be the best, combining Cha synergy with a shared focus on Radiant damage (and thus ability to benefit from Astral Fire and Font of Radiance). You'll have some useless abilities if you go Hospitaler or Justicar, but not as many as Doomsayer has.

For some reason this multi combo is making me a bit dizzy from a RP perspective. "Repent, evildoers! Or in the name of Pelor the Merciful, I shall cause your soul to be devoured by unspeakable entities from the realms of madness!"

The Star Warlocks have plenty of Fear powers. They just (save the level 1 daily) don't require saves to end.
