Doppleganger Question

When a Doppleganger uses its Change Shape ability, does it gain the benefits of the new form as if it had cast Alter Self? Or is it purely a cosmetic change? The ability doesn't specify, so the answer if probably no, but then again it would be hard for the Doppleganger to convincingly infiltrate certain societies without such an ability.

Just wondering if a Doppleganger assassin could assume an aquatic form and use it to escape into the water...

AFAIK, it's just cosmetic.
