In Bastion Press' Minions Rebirth (3.0) the race of Dover are +0 LA as well as in Oathbound: Domains of the Forge (3.0) and Wildwood (3.5). In Complete Minions (3.5) they are LA +1. How would you rate them?

They get a +4 on listen checks, scent, 1d6 bite attack, and bonus two weapon fighting feat.

Medium humanoid, no stat adjustments, ranger favored class and speak their own canine language.

Are the scent and bite worth +1 LA?

Yes. TWF is not shabby either. It's both better and not as good as a general feat slot. Better in that you get a feat even without the prerequisites (I presume), but worse because you get a specific feat. Scent is a very nice thing to have.

The always "armed" is a nice feature as well. The ability to threaten your area regardless of weapons is a big plus IMHO. Mostly at lower levels but still nice.

Scent (Ex): This special quality allows a creature to detect approaching enemies, sniff out hidden foes, and track by sense of smell. Creatures with the scent ability can identify familiar odors just as humans do familiar sights.
The creature can detect opponents within 30 feet by sense of smell. If the opponent is upwind, the range increases to 60 feet; if downwind, it drops to 15 feet. Strong scents, such as smoke or rotting garbage, can be detected at twice the ranges noted above. Overpowering scents, such as skunk musk or troglodyte stench, can be detected at triple normal range.
When a creature detects a scent, the exact location of the source is not revealed—only its presence somewhere within range. The creature can take a move action to note the direction of the scent.
Whenever the creature comes within 5 feet of the source, the creature pinpoints the source’s location.
A creature with the Track feat and the scent ability can follow tracks by smell, making a Wisdom (or Survival) check to find or follow a track. The typical DC for a fresh trail is 10 (no matter what kind of surface holds the scent). This DC increases or decreases depending on how strong the quarry’s odor is, the number of creatures, and the age of the trail. For each hour that the trail is cold, the DC increases by 2. The ability otherwise follows the rules for the Track feat. Creatures tracking by scent ignore the effects of surface conditions and poor visibility.

I'd have to say that unfortunately with scent and the bite they would wind up being LA +1, but such an incredibly weak LA +1 that I would deem them unplayable in my games and change them to either be worth the +1 or make them +0.

I think that making them be forced to use their first level feat to gain the scent would make them +0 easily, although that may be too much of a hit.

Damnit, there are more discrepancies.

In the minions products they have +2 dex, +2 wis and -2 int.

In the Oathbound and Wildwood ones they have no stat adjustments.

I'm confused... Is this "Dover" race from a WotC D&D product? I don't think I ever heard of them before. This is the D&D rules forum, right? Heh...
