So is it fair to ask what the purpose of the "D&D Rules" forum is and what the purpose of the "d20 Modern, d20 System & OGL Games" forum is?

Sure.

My understanding would be D&D rules as in D&D games, not trademark WotC D&D products.

D20 Modern, d20 system, and OGL are for non-D&D d20 rules varients such as Mutants and Masterminds, True20, d20 Future, Iron Heroes, Castles and Crusades, etc.

So asking about a monster/race for D&D with the D&D rules would fall here, while creating a new one might fall into house rules and asking about a d20 modern monster stat (which uses slightly different rules from D&D) would fall into the d20 category.

Ditto. That said, the -source- of dovers is irrelevant to the nature of the question. If the source were important, then it should probably go in the other forum.

Ultimately, it's up to the moderators. If you have a real problem with this thread, report these posts and take it up with them. They're the only ones that can move this thread anyhow.

And for what it's worth, I'd say +0 LA in the first case, and +1 with the beneficial stat adjustments.

Mmm so Oathbound and Minions disagree eh? I'd favor Minions then since that's the original source material if you ask me.
