This to me sounds a little too coincidental. I wonder if Mr. Baker's Eberron setting prompted WOTC to do the Psionic 3.5 book because psionics are prevelant in his campaign setting? Not that it really matters, just struck me as odd. I doubt that WOTC told Mr. Baker that he had to include psionics in his setting. I wonder if Eberron is "lucking out" by having the psionic 3.5 book come out, or if the psionic 3.5 book is "lucking out" by having Eberron get the big marketing push?
