This is far from new.

FR had Sun Elf Grace and Moon Elf Resilience feats foe eladrin, and Wood Elf Luck and Wild Elf Agility feats for elves proper. They now add a Dusk Elf Stealth.
 


Eh, how exactly are Dusk Elves supposed to shadowmeld at night?

They get invisible when they have cover or when first bloodied.

Wow's Night Elves get shadowmeld whenever they are out of combat.

Just read the article. I don't like NEs at all, but the idea of being forsaken by Corellon made me think about playing an elf after many many years... thumbs up.
 




Actually IIRC they didn´t claim they won´t be doiing subrace:

they said something along the lines of:
Eladrin and elves (and drow) are enough. All other subraces are eladrin, elves and drow, but distinguish culturally...

So adding a feat to transform you into a dusk elf seems right. I would have added that this feat must be taken at first level and can´t be retrained... But i would also make it better... it is much worse than gnomes group stealth feat.
 

The Dusk Elf Stealth feat lacks the "can't take this feat if you have the [X] Elf [X] feat" that the FR feats had.

I should have said "first new subrace for 4e," which is what I meant.
