Dragon PC campaign. Need help with rules and ideas

So in my eyes dragons are the most powerful, coolest to use, most awesome to look at monsters in all of DnD, so why not run a campaign where my PC is one. Understand that i will be DMing the campaign and my brother will be playing the dragon. It will be a "1v1" thing that he and I do when we get bored and are stuck at home with nothing to do.

I think he'll love the idea. I haunt told him about it yet, all I've asked is that he tell me what his favorite or one of his favorite dragons are and that'll be the one he plays. I've out no limits on what he can pick other than it has to be chromatic or metallic, so no shadow dragons, no catastrophic dragons, no elemental dragons or anything of this nature.

No matter what he ends up playing, i know the following about the game:

1) he will be the only dragon from his family, the rest will have been killed. When he hatches (which ill probably have him roll against the egg to hatch :P) he will be alone in a (blank [depending on what dragon he choices, will probably be able to be a cave though no matter what he picks, ill just have to change the layout of the gave to make up for his dragon type]). He will know what he is and be able to understand and speak draconic right off the bat.

2) There will be a small tribe of kobolds for him to use as servants. Seeing has how kobolds always seem to be working for a dragon, i figure ill give him some right at the start. Now of course he'll have to get them to join him. He'll be able to do so in anyway he can imagine and however he does it, it will leave the kobolds thinking of him as anywhere from "Master!" to "Protecter". He will be able to use these Kobolds to build traps/hazards in his layer (a hazard taking twice as long to make), use them to help protect his layer/horde, and to increase the size of his horde. As the game goes on he will add more to his list of followers.

3) His layer will be his own. I'll give him a basic sheet of what his layer looks like, with a few different rooms, but then he'll be able to decide what rooms are used for what, where his builds traps, where he adds more room act.

4) He will have enemies. All dragons have enemies. Monsters in the area will probably be the first he faces, maybe being able to subdue them and use them as minions. Not all of them of course, but some of them he will be able too. The humanoid will learn that he is in the area eventually, thus adventurers will come. Im thinking these will be fun for him seeing has how now he's killing those that he plays with when we are with our friends. The adventures will be more or less frequent, depending on how he treats the humanoid settlements. If he leaves them alone the heroes won't come often, if he protects him, only the zealous dragon slayers or the ones that want to steal the dragons horde will come to face him. Having minions means that he'll be able to send them to raid the villages also, which will bring in a lot of heroes. These adventures will of course be reduced to -bloodied before they die and maybe become useful to him. And lastly other dragons will show up to claim his horde for themselves, these will probably be the most exciting battles, or at least i hope they will be.

I guess as far as the rules go i need help at this point. What powers do i give him and when? Should i just send him into the world as a wyrmling from whatever race he picks or should he just start out with bite/claw attacks? At the beginning how much treasure should i give him. Later on how should tribute work from those he receives it from?

I'll definitely come back to this page with more questions when i find out what dragon he is going to play. Mainly different humanoid races to put in the area and things like that.

K so he wants to go Green Dragon.
That sets him up for a campaign in a forest like area. any ideas for monsters to put in that area?
elves for a race? shifters too? of course humans :P

Dragons always worry about rivals or adventurers "in their base, stealin' their loot." Some adventures could involve getting materials to have his enthralled Kobolds safeguard his hoard. Like the pharoahs of old or the legend of Daedelus, he might also have to go on an adventure or three to find an expert to DESIGN his lair's security system. Someone he can trust.









Or eat later.

what are you think when you say enthralled kobolds? i was going to let them guard their horde with kobolds and anything else they can get to side with them.
 

While I'm a big fan of Tucker's Kobolds, I think it would be a very Draconic thing to think he could find a better trap maker and security expert among "the higher races". Kobolds may be able to guard their own stuff, and be willing to guard HIS...but they can't POSSIBLY be good enough. (Look at how tiny they are...)

The Kobolds may even be able to man the devices the Dragon's new expert designs, but he won't necessarily trust them with the overall planning.
 

An actual dragon would be cool to play for a while. You may want to skip through years with groups of encounters based on periods of the dragons life. hatchling he establishes a holding, enslaves some underlings, eat some cows etc.. A few weeks of playtime would be cool. Skip ahead a few decades to where he is a young dragon- play some more, rinse, repeat...

Some super cool play could involve another set of characters who have run ins with this dragon at some point or two. Another idea is to have some sort of kingdom evolve around the dragon. It the start there is a few villages. Later the local duke is building a dam and mines. Pretty soon he wakes and finds a kingdom grew while he slept and nobody remembers him, or they were the ones that woke him to slay their enemies.

They are only babies but they have already set their sights on a local village and taking it over.My brother even wants to learn a ritual to look like a human and then help someone rule a kingdom, or come into power would be a better way of saying it. From there he wants to take it over, after the human has done the hard work.

Ya, at first I'm giving them Kobolds but very soon bugbear raiders are going to start giving them tribute and after that they will just straight up work for the dragons.

at level 4 they have
double attack: this is strong for an @ will, but since its a party of 1, its probably okay.
luring glare: = at will power
Breath weapon (encounter)
Flight = utility power (perhaps add a height limit until lvl 6?

at level 5 add: instinctive flyby (as encounter or daily power)

at level 7: bloodied breath or poisonous wounds

at level 9: frightful presence (as daily) or more instinctive flybys

at some point you will want to give the action recovery and forest walk abilities, but im not sure where they fit.

Hit Points will be tricky. doing Solo hp, and 1 Healing surge, no second wind?
elite hp, a few healing surges (max 4) and second wind?
PC (striker?) hp and surges and a kobold cleric as a companion?

use monster building guidelines for attacks and def:
5+ level as an attack bonus, 14+lvl ac, 11-13+1vl for ref/fort/will

Good luck, it sounds fun. the draconic defenses and solo abilities may make up for the flaws of a 1 person party. You will just have to watch it.
