This quite clearly implies that the two magics are actually the same substance, just used in different ways.

Because Primal Sorcery is difficult to use and dangerous, the gods of Magic essencially created the method of High Sorcery for people to use. High Sorcery does not function without the gods, but the magic is still there.

From the DLCS, page 88 (third sentence of the third paragraph, the song on that page notwithstanding), "In contrast to the power granted by the gods, sorcery and mysticism rely on the power found in the world, and the power found within the self, respectively."

This doesn't imply, but states outright, that wizardry and sorcery draw upon distinct, separate energies. They are not the same energy used in different ways.

Tiamat is very clearly a female dragon in the 1E Monster Manual. It also helps that she's female in Babylonian myth, too.

They're the same source in the sense that all arcane magic is the power of creation, stemming from the forces used in the forging of the world. Wild magic is arcane magic energized by the power of Chaos and made available to mortals to use as primal sorcery; the magic of the moons is arcane magic made available to mortals by the gods of magic as high sorcery. When Chaos or the gods of magic aren't involved in the process, arcane magic is unavailable to mortals, which was the case before the release of the Graygem.

It really doesn't make any sense to talk about arcane magic without the influence of either Chaos or the moon gods. Hence, when wizards speak of who grants them the power to cast spells, they refer to Solinari, Lunitari and Nuitari. When sorcerers speak of their magic, they refer to the ambient wild magic of the world, magic that is inherently touched by Chaos. It's this chaotic influence which makes it so dangerous in the minds of the Orders, and which makes it incompatible with the magic the moon gods make available to wizards.
