Any suggestions? I'm not sure about the LA, and am toying with the idea of toning down the flight (30 or 40 feet, perhaps. Or leave it like that but make it evolve like a Raptoran's)

Looks fine to me, but then again I've redone all races in my homebrews to start with 3hd and balanced their racial levels against PC classes, so I might not be the best source of an opinion for most settings.

So your Kobolds would get a +2 Dex, non-Humanoid base type, and no other stat adjustments? That's too strong for LA +0 right there.

Natural armor and fly speed pushes this strongly into LA +1 territory, perhaps technically LA +2.

Look at how Monte Cook implemented the Dracha in Arcana Evolved. Raptorians may be a good model, too. Here's what I did: http://www.enworld.org/showpost.php?p=1202982&postcount=10

... basically ignore wings, let them cast fly if they want to fly. :)

Stat adjustments: None. Dragonwrought Kobolds are stronger and tougher than the rest of their kind, but also somewhat less nimble.

Looks fair, though I'd probably give them the Halfling's ability adjustments (+2 Dex / -2 Str) just because it seems to suit small races well.

One nitpick: no such thing as "Dragon (Reptilian)". Reptilian is a Humanoid subtype... all Dragons are equally reptilian.

No Darkvision? That's odd. (Oversight?)

You should put a section on bonus languages, and IMHO restricting the Kobold to just plain Draconic is a nice flavorful touch. To compensate, allow any bonus language (except restricted like Druidic).

It's from the Dragonwrought feat. Dragonwrought Kobolds have the Reptilian subtype.

Darkvision is granted by the Dragon type already.

I'll try to think up a bonus language list.

OOooooooh-kay. So you're including all Dragon traits as well. You should really spell that out. (Some races, like Elan, have a type which normally grants Darkvision, but do not in fact gain Darkvision.)

I'm assuming that these guys also lose the normal feat that every race gets at 1st level, since you're granting them all the benefits of a specific feat?

Your entry should really look like:

Dragonwrought Kobold

Stat adjustments: None. Dragonwrought Kobolds are stronger and tougher than the rest of their kind, but also somewhat less nimble.
Small: size
Type: Dragon (Augmented Humanoid, Reptilian)
Speed: 30 ft.
Armor Class: Natural Armor +2
Special qualities: Resistance 5 to the dragon parent's energy type (choose one of fire, cold, electricity or acid at character creation).
Flight and Glide (Ex): As a Raptoran.
Natural weapons: Two claws (1d4 + Str, primary) and a bite (1d3 + 1/2 Str, secondary)
Skills: Craft (trapmaking) is always a class skill, +2 on Craft (trapmaking), Profession (Miner) and Search checks
Light Sensitivity: Dazzled in bright sunlight or in the radius of a Daylight spell.
Dragon Traits (Ex): Darkvision 60 ft.; low-light vision; immunity to magical sleep effects and paralysis effects.
Feat Penalty: Dragonwrought kobolds do not choose a feat at 1st level. They gain feats normally at 3rd, 6th, etc.
Languages: Common, Draconic
Favoured Class: Sorcerer

PS: ... and when they have all that, it starts to look a little strong, even with the feat penalty.

Elans have a specific clause that removes the Darkvision. They're the exception, not the norm ;)

The Dragonwrought feat is essentially just the Dragon type, a skill bonus and a grant to take another 1st-level-only feat at 3rd level. The other feat (Dragon Wings) is essentially just the first step of the Raptoran's flight evolution that can allow flight for an LA +0 race. Raptorans have Weapon Familiarity, a caster level bonus on certain spells, an unerring sense of direction, a couple +2's to skills, and a humongous +10 bonus to Jump (also granted by the Dragon Wings feat)
