And unfortunately, I don't like to say this, but I think I know what I need to do.
I will need to edit the site themes. This file is archived in PhPMyAdmin database, so the only way to edit it safely is the way VBulletin intended. To do this requires list owner privledges though, NOT admin as I originally thought. Admin privledges only allow the moderation of threads, the banning of users, and the banning of IP's.
I don't think that any other safe work around exists.
