Just a question, how does Alter Self figure into this. Doesn't Wildshape function as a polymorph? Meaning all the items just merge with the PC?

Thus passive worn items would still be on, while most activated items may not work?

Yeah, like a crown, basically. I've never had a pet bird, but dog's heads are not too dissimilar to those of bears, and while I don't remeber ever specifically trying it, I don't think a circlet would stay on my dog's head for very long, even if she didn't intentionally take it off to chew on it.

In the Master of the wild, Every items shift with him into his new form, and becomes nonfunktional, ofcourse there are abilities that make them usable when wildshaped..

Kindof would be overpowered if you could keep your items,...

Although it's easy to imagine an animal benefiting from magic equipment beyond a simple saddle and a suit of barding, fitting a mount's physiology to the list of item slots available to characters is not an easy task. Try the following variant list of item slots for quadruped animals (and other monsters when appropriate).

One skull cap or helm
One pair of lenses or goggles
One collar
One saddle blanket or vest
One saddle or jacket
One belt or strap worn in front of or over the haunches
One pectoral or harness worn over the chest or shoulders
One pair foreleg bracers
One pair of foreleg shoes or mitts -- hoofed creatures wear shoes and creatures with paws wear mitts
Two rings -- creatures with toes wear rings on the toes and creatures with hooves wear "rings" just above fore hooves
One pair of hind leg shoes or mitts -- hoofed creatures wear shoes and creatures with paws wear mitts

Particularly with a bag of holding and a belt of many pockets, you could certainly make some amusing house rules involving wild shaping into a kangaroo.

When 3.5 was first coming out, I asked Andy Collins about this on his website; his response was, as a DM, he would allow it if it seemed at all reasonable. After all, magic items do resize, so while a snake couldn't wear bracers, animals with arms could.

My suggestion is to always talk it over with the DM. According to rules as written, though, I do believe it allows magical items that aren't armor/weapons to resize and fit.
