That's possible, but I don't think its likely.
There are three types of players who dump charisma. The first is the type who intends to use his winning real world personality to get him through social encounters, and hopes the DM won't pay attention to his crappy in game charisma. The second is the type who sees being uncharismatic as a feature, rather than a bug. He wants his character to be gruff and offensive to others, and doesn't mind that he gets a mechanical advantage in combat by trading off his ability to smile. The third just doesn't care all that much about social encounters, and figures he'll get by, or that someone else will handle it.
I think the second outnumbers the first. The third probably outnumbers the second.
New social encounter rules will mostly affect the first. Even if the new rules are well written, there's still a good chance that some of the players in the party will look at the social skills, and decide that the paladin can just handle the talky stuff.
