Hmm, no luck here. I dropped Scott a line with the issue.
Edit: it does appear to be some built-in rule about how many skills can be displayed, and which ones will be.
Examples: a human druid with one rank in each craft skill has this Skills entry on the stat block:
Skills: Craft (__________) +1, Craft (Bookbinding)-1, Craft (Calligraphy)-1, Craft (Cobbling) +1, Craft (Leatherworking)-1, Craft (Locksmithing)-1, Craft (Metalworking)-1, Craft (Sculpting)-1, Craft (Stonemasonry)-1, Craft (Weaponsmithing)-1, Craft (Weaving)-1.
My modified dwarf rogue with at least one rank in each skill has this in the stat block:
Skills: Craft (__________) +3, Craft (Bookbinding) +1, Craft (Calligraphy) +1, Craft (Cobbling) +3, Craft (Leatherworking) +1, Craft (Locksmithing) +1, Craft (Metalworking) +3, Craft (Sculpting) +1, Craft (Stonemasonry) +2, Craft (Weaponsmithing) +2, Craft (Weaving)-1.
That's lots of missing skills. I'd bet the rule has something to do with "which skills get displayed at all" (i.e. "if the skill has Ranks or a Racial Mod, display it") vs. a total number of skills that can be displayed ("no more than 10, add a blank spot if there are more than 10") but it's pretty darned confusing.
