The dwarf's speed is 30 ft.

The dwarf's racial ability prevent's their base speed from being lowered due to armor, but speed bonuses from a class can still be lost if they don't meet the requirements the class puts on the speed bonus. So if he was wearing heavy armor, he would lose the barbarian speed increase, but his speed would be 20', not 15'.

Well let's see. According to the SRD:

"Dwarf base land speed is 20 feet. However, dwarves can
move at this speed even when wearing medium or heavy
armor or when carrying a medium or heavy load (unlike
other creatures, whose speed is reduced in such situations)."

And:

"Fast Movement (Ex): A barbarian's land speed is faster than
the norm for his race by +10 feet. This benefit applies
only when he is wearing no armor, light armor, or
medium armor and not carrying a heavy load. Apply this
bonus before modifying the barbarian's speed because of
any load carried or armor worn."

So, I would say that a Dwarf's land speed is 20 feet, regardless of armor and load, and the Fast Movement feature for the Barbarian class says very explicitly that his/her land speed is faster than the racial norm by +10 feet, so, yes, a dwarf barbarian in medium armor has movement rate of 30 feet.

I agree the Dwarven Barbarian should have a speed of 30ft while wearing Medium Armor. Here is an old thread on this topic.

It's 20ft. The dwarven ability means his speed cannot be reduced below 20ft. by armor. It doesn't mean that he ignores all armor speed reduction.

The dwarf's natural speed is 20ft. As a barbarian, it rises to 30ft. Medium armor would drop it down to 20ft. Since the penalty doesn't drop the dwarf's speed below 20ft., it's still applicable.

Basically, the dwarf ability sets a limit on how low a dwarf's speed can be brought by armor: 20ft.

A Dwarven Barbarian can move at 30 ft.

Dwarves have the racial ability to never move less that 20 ft, regardless of Armor or Load - in other words they ignore movement penalties due to those factors.

Barbarians in Light or Medium Armors get a +10 ft bonus to their base movement.

Therefore a Dwarven Barbarian in a Breastplate or Mithril Full Plate would move @ a base 30 ft per round.
