Says who? And where? I am looking for an official ruling. I am not trying to make a Tumbling Dwarf, but a Dwarven Battlerager decked out in full plate. He's going to have Boots of Striding and Springing and I just want to know if there's a ruling, FAQ or errata somewhere that says whether he can or cannot run at X4 in his Full Plate.The are still reduced to x3 in full plate.
I never stated it was ambiguous and I don't have any problems comprehending that blurb from the PHB. But that does not answer the question about their running speed while in armor. If their base movement is not reduced by their armor, then logically, it would seem to me, that their run speed should not be reduced either."Dwarf base land speed is 20 feet. However, dwarves can move at this speed even when wearing medium or heavy armor or when carrying a medium of heavy load." How is that at all ambigious? That's just about as plain as day and clear cut as rules come.
