Well, maybe you're right and the Tumbling description is flawed...

You can’t use this skill if your speed has been reduced by armor, excess equipment, or loot.

Since a dwarfs speed is not reduced...

I would imagine that would be the case. It might have already been addressed in the FAQ.
 

It is fairly amusing, though, to think of making a dwarven fighter/rogue, give him tumble, have him use it in the performing sense and call it something like "Kloin the Iron Juggernaut's Amazing Acrobatic Exhibition!"

This, of course, fundamentally changes the old joke "What noise does a dwarf God make falling down the stairs?" (answer: Clangadin Clangadin Clangadin Clangadin ....)
 

I ran an adventure recently, specifically a chase-scene through a city where one of the PCs was a dwarf in medium armor. I allowed him to run at 4x speed (80'/round). Had he been wearing heavy armor or very encumbered for some reason he would have been reduced to 3x (60'/round).

In other words, I don't think the base move rules for dwarves applies to when a character is full-out sprinting.

Says who? And where? I am looking for an official ruling. I am not trying to make a Tumbling Dwarf, but a Dwarven Battlerager decked out in full plate. He's going to have Boots of Striding and Springing and I just want to know if there's a ruling, FAQ or errata somewhere that says whether he can or cannot run at X4 in his Full Plate.

"Dwarf base land speed is 20 feet. However, dwarves can move at this speed even when wearing medium or heavy armor or when carrying a medium of heavy load." How is that at all ambigious? That's just about as plain as day and clear cut as rules come.
I never stated it was ambiguous and I don't have any problems comprehending that blurb from the PHB. But that does not answer the question about their running speed while in armor. If their base movement is not reduced by their armor, then logically, it would seem to me, that their run speed should not be reduced either.

There is this rule. And there is no rule text which allows a dwarf to run at x4 of it's speed. So the rule is clear enough.

His "speed" itself is not reduced. His speed is still 20 ft. The same as a human in heavy armor. Both of them run at x3 of their speed (reduced or not).
 



A tumbling dwarf is self-limiting since his base speed is only 20 ft. You're not going to do a lot of tumbling on 10 ft of tumbling distance and the armor check penalty. Same with run. That extra 20 ft between 3x and 4x will not make much of a difference. In my game I'd allow them both. I haven't seen an official ruling on either yet, though.

I will allow a dwarf tumbling in armor. At least, the current rule texts leads so and I can't say which is the "intention" of the designer.

It reminds me of Golden Axe.
