Earthsoul Genasi Fighter + Earthshock Master

Earthsoul Genasi Fighter uses Earthshock, knocks all enemies (and not friendlies) within Burst 1 prone, doing d8 damage to each, marks them all, and if he misses even one enemy can do the whole thing again the next turn because its Reliable?

Am I missing something? Would the PC have to miss all enemies for Reliable to pop?

I believe that Customer Service's answer was that you have to miss all targets for a Reliable power to remain unexpended.
