Yup, it's the Cannith Wand Adept in Sharn:City of Towers, representing the training of the Darkwood Wands, the élite magician defenders of Cannith assets. It's a tricky class to get in to, since it requires Wand Mastery, which is generally not taken until 9th level.
Regarding the Complete Arcane dual wand wielding feat, this is an example of parallel development in different lines. I recall Keith Baker suggesting adopting either one or the other in the game. If you allow the feat, then dual-wand wilding is a general talent. if you allow the class, it's a specialist ability only open to the Cannith and their trusted servants.
So it depends on what you want to achieve.
