Part of Eberron's uniqueness is that the gods seem absent. They grant spells, but there's no real proof that the spells come from them - after all, they aren't on any known plane, and they grant spells to anyone who worships them, even if said worshipper has a radically different alignment and works opposite to said god's ideals.

This leads to some interesting questions, from a Spelljammer point of view. It seems natural to say that any divine spellcaster with a patron god from another sphere should probably gain unrestricted access to their deity's power, as though their god were worshipped in this sphere. That, however, would make one wonder why said alien gods didn't conquer the local worship, since there would definitively be a god there to, say, organize an offensive of the faithful, or project an avatar, etc.

Rather, I'd say that you take a somewhat Ravenloft-esque approach. Any divine spellcaster in Eberronspace can regain spells as normal, but direct divine access fails. Perhaps the gods can see the crystal sphere and merely not enter/affect it. Or perhaps its like pouring water down a hole...you can send it in, but not see where it goes.

Or, perhaps, the usual rules apply, and foreign gods still need a temple dedicated to them, and after a certain time then they can access the sphere.
