Is there an "official" listing of the ECL's of various monster classes? I know the DMG has an extensive list, but there is at least one contridiction with the FRCS: Svirfneblin. The DMG has +1 and the FRCS has +3. Also, my brother told me (from Dragon Mag perhaps?) that the hobgoblin was ECL +1, while the DMG shows standard. My impression is that the DMG listing rates them lower than other resources. I presume they weren't very well play-tested or designed when the DMG was released. Is Tooth and Claw going to have such a list? Thanks.

No; yes.
The DMG rules aren't very good (low level adjusments aside, even), and the FRCS rules don't cover monsters with HD well. Savage Species (formerly Tooth and Claw) should have complete coverage.
