That is the way I read it. Came in handy too since our party didn't have a Rogue, so my Eladrin Wizard picked Thievery so we'd have some ability to deal with locks and traps. About Bankrupted me though, having to buy a spellbook for 50 gp and Thieves Tools for 20 gp. :(
 

Seems to be the case. People always seem to overlook that when comparing eladrin to humans, the 3.x mentality kinda just makes you assume that humans are still the skill people. Now humans still have to pick from their class list, while eladrin can pick whatever. My wizard has heal =)

You don't have to buy a spell book - the wizard class feature grants it to you.

How do you know the spellbook comes for free? I was trying to cross reference the KOTS pregen wizard, who has 23 gp + adv. kit (15gp) + Wand (7gp) + Quarterstaff (5gp) + spellbook (50gp) = 100gp. From that I conclude that you must BUY the spellbook.

The pregens don't follow exact character creation methods. The Spellbook class feature clearly says "You possess a spellbook". This has also been confirmed with WotC Customer Service. The spellbook is indeed a freebie.
