Are Elder Evils and Exemplars of Evil different books? What is the difference?

Elder Evils = BBEG at the end of a campaign.

It's the difference between Saruman and Sauron.

I disagree. I think having them as seperate booksis just fine. Kyuss is a far different opponent than some evil noble.
