What do you think? Is it balanced? I'm having a lot of trouble with the balancing - previously it had mage hit dice and a few things worse, but during the first playtest it appeared underpowered. It seems to be really hard to balance the power with the how narrow the field of expertise. The class is aimed to be balanced somewhere between a core class and a core class/PrC combo.

A couple of quick things I noticed (didn't read it all completely, though)

1) Your spell progression table, I presume, is for spells known. What about spells cast per day (or vice versa)? Is the other the same as a sorcerer? Your introduction seemed to indicate otherwise.

2) Under Elemental Subtype: You have water elementals vulnerable to cold? Shouldn't that be fire? DMG, pg. 193 under Ring of Elemental Command on the table entry for Water: "-2 saving throw penalty against fire-based effects."
 

1) The table for spells is spells cast a day. I would either use a sorceror's choice of spells or a priest's knowledge all the spells of the right type because the selection of spells is quite limited.

2)In the MM, Water Elementals become immune to fire - not vunerable to it. It also helps to balance the fact that they are have a very limited spell selection and are few useful abilities that work away from water. Indeed, Water Mastery gives their elemental form negative modifiers away from water.
