ELH - improved whirlwind attack?

So what is the ELH improved whirlwind attack like then?

I created an improved whirlwind attack for my campaign some while ago which gave a secondary attack at all targets along with that primary attack - does the ELH do the same, or does it make it into a standard rather than a full round action?

(hopefully the ELH might make it to the UK one of these months...)

Maybe I just don't understand the feat but....

when is IWWA useful?

Polearms (Longspears, Halbreds, etc.) let's you get an attack at everyone within 10' (but not 5')

Spiked Chains allow attacks at everyone within 5' and 10'

If you increase your size category larger (e.g. Polymorph, Shapechange, etc.) then you can get an attack at everyone within your reach
