I'm looking for a list of books and publications that have rules for ruling an empire, such as AEG's Empire and Way of the Daimyo. If anyone can think of any, please post 'em here.

The oD&D Companion and Master rules had stuff on this. I'd combine it with GAZ3 Principalities of Glantri for extra goodness. That's obviously not d20, but the combination of mass combat, castle building, and income/exp for ruling is great.

I'm not quite sure what to look for. Could you clarify...

And as for it not being d20, I'm actually using this for WFRP. Renegade Crowns has some good ideas, such as its principality generation and LARGE section on adventures as a ruler, but the general mechanics of ruling are virtually non-exsistant.
