Doesn't matter. The feat does not mention anything about being random.

Rather, it mentions:

Benefit: All variable, numeric effects of an empowered spell are increased by one-half.

So, CLW heals 1d8 + 1 per level (max +5).

What is the amount that it can heal? For a first level caster, it's 2 - 9.

Is that variable? Yes, it can be any number between 2 and 9.
Is it numeric? Well, it appears to be a range made up of integers, so I'll go with "yes" on this one as well.

Therefore, the feat applies to the entire amount.

EDITED TO ADD:

So, even if we assume that, somehow, the feat does not apply to the +1 per level part of the spell, why do you agree that it applies to the +1 per level (max +1) part of the Magic Missile spell?

The number of hit points cured is 1d8+1/level. That's the variable numeric effect.

If it said "The subject is cured of 1d8 hit points of damage. The subject is also cured of 1 hit point per level of the caster (max 5).", I'd agree that only the 1d8 is Empowered. There are two effects, one of which is variable, and one of which is static.

But 1d8+1/level is one variable numeric effect, and as such is Empowered.

I'd say you add all the damage to be dealt to each creature first(before rolling) and figure those out, then multiply by 1.5. max and empower are a special case, in which you have to figure out the damage separately, divide by 2, and add to maxed damage.
Thus, an average MM at CL 3 would deal 9 to 1 creature, but 4 to 2 different creatures-kind of a bonus to damage for concentrating on 1 creature.

Not "roll 1d4+1 for each missile, sum for all missiles striking a given target, and multiply the result by 1-1/2 for each target".
